Scott A. Benning
Retired Fleet Master Chief, United states Navy
Scott was born in Harrisburg, PA and lived in many locations growing up on the east coast. He graduated from William Monroe High School in Stanardsville, VA and his leadership journey continued as he enlisted in the United States Navy at the age of seventeen and became a Logistic Specialist.
His tours as a Logistic Specialist included Naval Ocean Processing Facility, Va Beach, VA; USS COMTE DE GRASSE (DD 974), Norfolk, VA; Underwater Construction Team ONE, Va Beach, VA; USS GUNSTON HALL (LSD 44), Va Beach, VA; Norfolk Naval Shipyard, Portsmouth, VA; and USS DETROIT (AOE 4), Earle, NJ.
Scott was selected as a Command Master Chief in 1999 and his command tours include Fighter Squadron ONE ZERO THREE (VF 103), Oceana, VA; Carrier Air Wing SEVENTEEN (CVW 17), Oceana, VA; USS GEORGE WASHINGTON (CVN 73), Norfolk, VA; Naval Station Norfolk, Norfolk, VA; and Navy Region Mid-Atlantic, Norfolk, VA.
In 2009, the Chief of Naval Personnel selected him to become the second Manpower, Personnel, Training and Education (MPT&E) Fleet Master Chief. One of only four Fleet Master Chiefs in the entire United States Navy leading and serving over 300,000 Sailors globally. During his four year tour, prior to retirement in 2013, he created his program Power Of Positive (POP) Leadership to work to support leadership in creating a positive culture for all Sailors to serve within. To compliment this effort, he was also responsible for guiding Sailors in the creation of a peer-to-peer mentoring group for 18-25 year old Sailors called Coalition Of Sailors Against Destructive Decisions (CSADD). In 2009-2010 he also served as the senior enlisted leader for the Secretary of the Defense's Comprehensive Review Working Group to review the Don't Ask, Don't Tell Policy across the entire Department Of Defense resulting in a comprehensive report of the review to congress.
Retiring in 2013, he now serves in the Department of the Navy Sexual Assault Prevention and Response Office as a Program Analyst and Navy and Marine Corp program liaison. He is a graduate of the Navy Senior Enlisted Academy, Navy Corporate Business Course at University of North Carolina, and received his Bachelor of Science degree in Workforce Education and Development from Southern Illinois University. He is a founding board member for the Bob Feller Act of Valor Award Foundation and has served in many other civic and non-profit organizations.
